The provisions outlined in Articles 17A and 17B of the Constitution, initially designed for the national level, may soon be applied to Provincial Government Councils and Municipalities.
Minister of Internal Affairs, Andrew Napuat, announced his intention to explore how these provisions can be implemented at the provincial and municipal levels.
Minister Napuat explained that the structure and functioning of provincial councils and municipalities often mirror that of the National Parliament, with similar challenges related to governance and stability.
Recognising this, he believes that extending the 17A and 17B provisions—initially introduced to address disturbances and instability at the national level—could help mitigate similar issues within provincial and municipal governments.
The minister emphasised the importance of aligning provincial and municipal governance structures with the constitutional amendments that have been made at the national level.
By doing so, he aims to reduce disruptions and foster a more stable political environment at these lower levels of government.
Minister Napuat assured that his ministry is committed to working on this initiative. The ministry intends to draft provisions that will bring stability to provincial and municipal governance, ensuring that the same level of order achieved at the national level can be replicated across all levels of government.
